Residents in San Antonio were recovering after a month's worth of rain swamped parts of the city, trapping drivers, triggering treacherous water rescues, and leaving more than a dozen people dead.

The death toll from heavy rains that inundated parts of San Antonio has risen to 13, and all those missing have been found, authorities said Saturday.

At least five people, including a toddler, died in West Virginia after flash floods destroyed homes and washed away roads over the weekend.
