A scratch-off lottery ticket worth $3 million was sold at a gas station right outside of an Altoona apartment complex. The big winner was a $30 scratch-off game called “Mega Bucks.” The ticket was sold at Sandy’s (formerly Nic’s Grab and Go) on California Avenue,
